New Alternatives to Seclusion and Restraint Grants Available
The Center for Mental Health Services is accepting applications for fiscal year 2007 for State Incentive Grants to Build Capacity for Alternatives to Restraint and Seclusion. The purpose of this program is to support States in their efforts to reduce and ultimately eliminate the use of restraint and seclusion in institutional and community-based settings that provide mental health services. Applications are due by May 11, 2007. The announcement is available here, at the SAMHSA website.
NASMHPD, and the current seclusion and restraint grantee sites, have made available various summary site experiences detailing activities by these grantees. These reports can be viewed here. NASMHPD’s Statement Submitted to the Department of Defense Task Force on Mental Health
NASMHPD submitted a statement to the Department of Defense (DoD) Task Force on Mental Health. The Task Force, charged with examining matters relating to mental health and the Armed Forces, will submit a report to Secretary of Defense with an assessment of, and recommendations for improving the efficacy of mental health services provided to service members by the DoD.

Senate Approves Dr. Terry Cline as Next SAMHSA Administrator
Just before adjourning, the Senate confirmed Dr. Terry Cline as the Administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA).

NASMHPD sent a letter to the Centers for Medicare and Medicaid Services (CMS) objecting to any weakening of rules governing seclusion and restraint procedures in hospitals that participate in the Medicare and Medicaid programs.
CMS' Final Rule addressing the use of seclusion and restraints in hospitals that participate in the Medicare and Medicaid programs was published in the February 8, 2006 Federal Register.

NASMHPD submitted comments to the Centers for Medicare and Medicaid Services (CMS) in response to a proposed rule to reduce by 15 percent the per diem payments for Medicare Partial Hospitalization Programs (PHP) services for CY 2007. The Final Rule includes only a 5 percent reduction in the PHP per diem rate. See CMS' November 1, 2006 press release for details.

NASMHPD, working in partnership with the American Association of Community Psychiatrists, the American Psychiatric Association, the National Alliance on Mental Illness, the National Association of State Mental Health Program Directors, the National Council for Community Behavioral Healthcare, the National Mental Health Association, and Treatment Effectiveness Now, launched a new web site to serve as a central resource on Medicare's new prescription drug benefit. On May 1, 2006, the Centers for Medicare and Medicaid Services (CMS) reported that Inpatient psychiatric facilities will receive an average 4 percent increase in Medicare payments, beginning July 1, 2006. The payment increase will go to approximately 1,800 inpatient psychiatric facilities, including hospitals limited to psychiatric treatment, distinct part psychiatric units of acute care hospitals, and critical access hospitals that are paid under a prospective payment system (PPS). Government-operated psychiatric hospitals will receive the largest share of these total increases. Additional information is provided in CMS’ press release and in its interim final rule (May 9, 2006 Federal Register - pdf).
The Consensus Project has developed an on-line newsletter designed to assist interested entities with potential applications for the Bureau of Justice Assistance grants under the Justice and Mental Health Collaboration Program (authorized under the Mentally Ill Offender Treatment and Crime Reduction Act of 2004). Grants may be used to develop, implement and expand a wide variety of programs designed to improve collaboration between criminal justice and mental health systems.

The Criminal Justice / Mental Health Consensus Project has released its Advocacy Handbook. The Advocacy Handbook is a how-to guide for advocates who want to improve the response to people with mental illness who are in contact with the criminal justice system. The Consensus Project is coordinated by the Council of State Governments and is assisted by several partners, including NASMHPD.
View a webcast on "Reducing Seclusion and Restraints in Psychiatric Facilities", sponsored by CMS. The program includes a presentation by NASMHPD staff, faculty and provider agencies on the six core strategies to reduce the use of S/R in inpatient mental health facilities and also provides a brief history of the initiative, emerging findings on effectiveness, and a review of the theories and literature behind the six core strategies. The Consensus Project, which is sponsored by the Council of State Governments and NASMHPD (as a project partner), is pleased to announce the release of a new issue brief: "Violence against Women with Mental Illness." The issue brief summarizes the latest research regarding this issue, identifies some programs and resources that serve women with mental illness who are recent victims of crime, and recommends an action agenda for the federal government. NASMHPD is a program partner of the Voice Awards. The Voice Awards were developed to acknowledge entertainment writers and producers who give a voice to people with mental health problems by incorporating dignified, respectful, and accurate portrayals of these people into film, TV, and radio productions.

April 2005 Quarterly Transformation Report Released
NASMHPD, supported by its Targeted Technical Assistance contract with
the Center for Mental Health
Sevices, has produced its first Quarterly
Transformation Report. This report surverys responding state mental
health agencies about currently ongoing transformative efforts. The Report
is available in PDF
form.
February 2005 Report on Co-Occurring Disabilities Released
The report,
formally released in February 2005, was the result of a 2003 NASMHPD and
CMHS sponsored conference entitled Co-Occurring Mental Illness and
Developmental Disabilities: Systems Barriers and Strategies for Reform.
The report details implications of serving co-occurring developmental
disabilities and mental illnesses. The report is available in PDF
format.
January 2005 National Suicide Prevention Lifeline

NASMHPD, Columbia University and Rutgers University are operating under subcontracts with the Substance Abuse and Mental Health Services Administration’s (SAMHSA) Center for Mental Health Services to partner with Link2Health Solutions, the prime contractor and independent affiliate of the Mental Health Association of New York City, to administer the National Suicide Prevention Lifeline

January 2005 Trauma Position Statement Released
In January 2005, NASMHPD released its Position Statement on Services
and Supports to Trauma Survivors. The Trauma Position Statement is

Implementing Recovery-based Care: Tangible Guidance for SMHAs
This
NASMHPD/NTAC e-Report on Recovery
features a collection of essays and information from a variety of national experts on psychiatric rehabilitation. The report includes a panel discussion on workforce issues, a preview of measurement tools now in development, case studies of successful systems and ideas at the state and local levels, and print and online resources for more information.

NASMHPD & NASADAD Report Released
The report
entitled "The Evolving Conceptual Framework for Co-Occurring Mental
Health and Substance Use Disorders: Developing Strategies for Systems
Change", was the result of a National Dialogue of the Joint
Task Force on Co-Occurring Mental Health and Substance Use Disorders held
October 28-29, 2004. The report is available in PDF

Cultural Competency Measure for SMHAs
Based on discussion at two national experts meetings, Cultural Competency:
Measurement as a Strategy for Moving Knowledge into Practice in State
Mental Health Systems (pdf)
is a report that outlines the rationale for implementing cultural competence,
the approaches to implementation, including the measurement of cultural
competence as a strategy, and steps that a state mental health commissioner/director
can take to move the cultural competence agenda from research into practice.
Final Report from the Re-Entry Policy Council Now Available
NASMHPD has served as a partner with the RPC - a bipartisan group of
practitioners, policymakers, and advocates - in an effort to produce a
report that provides comprehensive policy recommendations for improving
the likelihood that adults released from prison or jail will make a safe
and successful return to their home communities.
